Each region independently sets the deadlines for informing USE participants about the exam results. Traditionally, this is 1-2 days after Rosobrnadzor announces the minimum number of points in the subject.

Schools (for graduates of the current year), as well as the EGE or educational authorities (depending on the organizational and territorial scheme adopted in the region) of the region are required to post lists of USE participants with the exam results on information stands and / or their own websites. The appearance of the lists on the information stand is considered the moment of the official announcement of the USE results.

If the announcement of results is delayed by more than 2 days, you need to contact your local education authority.

1. In what cases can an appeal be filed

The USE participant has the right to file appeals:

    on violation of the established procedure for holding the USE - on the day of the exam after passing the USE forms before leaving the PPE

    about disagreement with the results of the exam - within 2 working days after the official announcement of the results of the exam and familiarization with them of the participant of the exam

    Appeals not accepted:

    in connection with a violation by the USE participant of the rules of conduct for the USE or the rules for filling out forms

    2. An appeal on violation of the established procedure for holding the exam

    Actions of the USE participant:

    at the end of the exam, without leaving the PPE, receive from the organizer in the audience a form (two copies), according to which the appeal is made

    hand over both copies to the authorized representative of the State Examination Office, who is obliged to accept and certify them with his signature, give one copy to the participant of the exam, and hand over the other to the conflict commission

    receive the result of the consideration of the appeal in your educational institution or in local government bodies exercising powers in the field of education (ISEM) no later than 3 calendar days after its submission

  • If the appeal is upheld, the USE result is canceled and the participant is given the opportunity to take the USE in this subject on another (reserve) day. He is assigned the date and place of re-taking the Unified State Exam in the relevant subject.

    Notes:
    The decision to cancel the USE results can be made:

  • if the official investigation of the SEC confirms the fact of violation of the established procedure for holding the Unified State Exam
  • if the conflict commission satisfied the appeal on violation of the established procedure for holding the exam
  • if an authorized representative of the State Electoral Commission, a public observer or authorized representatives of Rosobrnadzor, as well as prosecutors and law enforcement agencies have established violations of the USE procedure at the USE point, which could have a significant impact on the USE results

    3. Appeal of disagreement with the results of the exam

    Actions of the USE participant:

  • within 2 workers after he officially got acquainted with the results, obtain from the executive secretary of the conflict commission (for graduates of the current year - from the head of his educational institution) a form in 2 copies, according to which the appeal is drawn up (it is possible to draw up an appeal in any form)
  • make an appeal in 2 copies
  • transfer both copies to the above persons (who are required to accept and certify them with their signature, give one copy to the USE participant, transfer the other to the conflict commission)
  • get information about the time and place of the appeal
  • if possible, come to the procedure for considering appeals to the conflict commission, having with you a passport and a pass with the stamp "Unified State Examination Forms Submitted" (or stamped by the PES)
  • confirm in the minutes of the appeal that he was presented with copies of his forms and that his answers on the forms were correctly recognized
  • participate in an appeal
  • sign the minutes of the appeal

    Possible solutions to the conflict commission:

  • rejection of the appeal due to the absence of technical errors in the processing of USE forms and errors in the assessment by experts of answers to tasks in free form and preservation of the assigned points;
  • satisfying the appeal and giving other points.

  • When considering an appeal, instead of the USE participant or with him, his parents (legal representatives) may be present, who must also have passports with them (the legal representative must also have other documents confirming his powers).

The unified state exam was first conducted in Russia in a number of regions as an experiment in 2001. Since then, it has expanded significantly, and now this form of state certification is considered the only correct and accepted by the Ministry of Education of the Russian Federation. And this is despite the fact that the introduction of the Unified State Exam caused violent protests from schoolchildren and their parents. There are several types of appeals. So, if the student is not satisfied with something in the quality of the exam - he sees obvious violations on the part of the teaching staff or any other inconsistencies, he must express his disagreement on the same day. In the event that a disputable situation arose in connection with the received grade, the graduate has three days to submit an appeal to the conflict commission. The term for consideration of the application is 2-3 working days.

If a student has complaints on the first point, he must, without leaving the examination room, immediately after the end of the certification, take the forms with the established application form. It is obligatory to be filled in in duplicate. After that, the graduate needs to give it to the members of the State Examination Commission, who must immediately certify them with their signature. One copy remains with the student, the other is transferred to the conflict committee. If the fact of violations is established and recognized, testing can be retaken.

If the student does not agree with the points received, he must, as soon as possible, take the application forms from the secretary of the conflict commission, which must also be filled out in 2 copies. Be sure to assure it with the person in charge, who is either the secretary or the head of the educational institution to which the student is attached. One paper remains with the graduate, the other is pending in the commission. In this case, you need to try and find out when the meeting of the commission on your issue will take place. After consideration, the graduate must sign the papers that the forms with the tasks that he sees in front of him belong to him. In case the commission sees technical or human errors when checking the test, the points will be recalculated. However, it should be borne in mind that the result can be either increased or decreased.

The current legislation, in order to ensure the right to an objective assessment of knowledge, the participants of the Unified State Exam are given the right to submit in writing an appeal on violation of the established procedure for holding the Unified State Examination in a general education subject and (or) on disagreement with the points given to the conflict commission. The Conflict Commission does not consider appeals on the content and structure of control and measuring materials in general education subjects, as well as on issues related to the violation by the USE participant of the established requirements for the performance of examination work. USE participants and (or) their parents have the right to be present during the consideration of the appeal. If the procedure for holding the Unified State Exam is violated, students submit an appeal on the day of the exam in the relevant general education subject to an authorized representative of the State Examination Commission, without leaving the point where the Unified State Exam is held. In order to verify the information on the violation of the established procedure for conducting the exam by an authorized representative of the SEC, a commission is created and an audit is organized in order to verify the information on the appeal. The composition of this commission may include the head of the exam site, organizers, public observers, medical workers and representatives of law enforcement agencies. The results of the check are drawn up in the form of a conclusion of the commission. The appeal and the conclusion of the commission on the results of the check on the same day are transferred by the authorized representative of the SEC to the conflict commission. When considering an appeal on violation of the established procedure for holding the exam, the conflict commission considers the appeal and the conclusion of the commission on the results of the audit and makes one of the decisions: to reject the appeal; on the satisfaction of the appeal. If the appeal is satisfied, the USE result is canceled and the USE participant is given the opportunity to pass the USE in this general education subject on another day, provided for by the unified USE schedule for the current year.

Disagreement appeal can be served by a student within two working days from the date of the announcement of the results of the exam on the relevant general education subject. Students who filed an appeal must be informed in advance of the time and place for appeals. The head of the examination office or educational institution, who has accepted the appeal, must immediately transfer it to the conflict commission. When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the examination paper to the regional information processing center, which are presented to the USE participant. The graduate must confirm that the images of the examination work performed by him are presented. Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set, or to satisfy the appeal and give other points. In the event of errors in the processing or verification of the exam paper of the USE participant, the conflict commission transmits the relevant information to the RSCI for transfer to an authorized organization in order to recalculate the USE results. If you think that your right to appeal about a violation of the established procedure for the USE or about disagreement with the points on the USE has been violated, you can apply to the prosecutor's office or to the court within the framework of administrative proceedings.

In order to protect the rights of exam participants during the GIA, a conflict commission (hereinafter - CC) is created, which is designed to resolve controversial issues not only on the assessment of the examination work, but also on compliance with the requirements of the procedure for conducting the GIA.

A GIA participant has the right to appeal to the CC in writing:

  • on violation of the established procedure for holding the Unified State Exam in the relevant academic subject;
  • about disagreement with the points awarded.

The Conflict Commission does not consider appeals on issues:

The student submits an appeal on violation of the established procedure for conducting the GIA on the day of the exam in the relevant academic subject to the authorized representative of the GEC, without leaving the PES.

In order to verify the information contained in the appeal about the violation of the established procedure for conducting the GIA, the authorized representative of the SEC organizes an inspection with the participation of organizers, technical specialists working with software, specialists in instructing and providing laboratory work not involved in the classroom in which the student passed the exam. , public observers, law enforcement officers, medical professionals, and assistants who provide the necessary technical assistance to students with disabilities.

The results of the check are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the check on the same day are transferred by the authorized representative of the SEC to the conflict commission.

When considering an appeal on a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal, a conclusion on the results of the check and makes one of the decisions:

  • on rejection of the appeal;
  • on the satisfaction of the appeal.

If the appeal is satisfied, the result of the exam, according to the procedure of which the student was appealed, is canceled and the student is given the opportunity to pass the exam in the relevant academic subject on another day, provided for by the schedule of the GIA.

An appeal on disagreement with the points awarded, including based on the results of rechecking the examination work, is submitted by the participants of the GIA or their parents (legal representatives) on the basis of identity documents within two working days following the official day of the announcement of the results of the GIA in the relevant academic subject , directly to the conflict commission or to the educational organization in which they were admitted to the GIA. The head of the educational organization, who has accepted the appeal, transfers it to the conflict commission within one working day after receiving it.

Students and their parents (legal representatives) are informed in advance about the time and place of consideration of appeals.

When considering an appeal on disagreement with the points set, the conflict commission requests printed images of the examination work, electronic media containing files with digital audio recording of the student's oral answers, copies of the protocols for checking the examination work by the subject commission and examination materials that were performed by the student who submitted the appeal.

These materials are presented to the student (with his participation in the consideration of the appeal).

The student (for students under the age of 14 - in the presence of parents (legal representatives), confirms in writing that he has been presented with images of the examination work performed by him, files with a digital audio recording of his oral answer (in case of his participation in the consideration of the appeal).

Based on the results of consideration of the appeal on disagreement with the points set, the conflict commission makes a decision to reject the appeal and keep the points set, or to satisfy the appeal and change the points. At the same time, if the appeal is satisfied, the number of previously awarded points may change both upward and downward in the number of points. Consideration of an appeal on disagreement with the points set is carried out within four working days following the day of its receipt by the conflict commission.

In the event of errors in the processing and (or) verification of the examination work, the conflict commission transmits the relevant information to the RSCI in order to recalculate the results of the GIA.

After approval, the results of the GIA are transferred to educational organizations, local governments, foreign institutions and founders to familiarize students with the results they obtained.

The advice to those who have decided to file an appeal will be as follows: be sure that you are right and double-check the work several times with your teachers. It is worth remembering that points can not only increase, but also decrease. By the way, another classmate of mine was credited as much as 3 primary points, although at the beginning of the appeal they even wanted to add 5. By the way, there is a small nuance: there can be 2, even 3 experts. At the end of the appeal, my classmate had a hard time, because there were three inspectors over her who could not come to the same opinion. Remember that after the appeal, the points may not only be increased, but also decreased! Rudeness and impatience will definitely not play into your hands, but the opposite advice is not to give up early if the commission did not increase your score in the first three seconds. Professionals work there, but they too, looking at the prohibitive number of works per day, get tired and may not notice something.
