At the end of October 2018, the National Association of Associations of Reserve Officers of the Armed Forces (MEGAPIR) celebrated its 25th anniversary. It is safe to say that a lot has been achieved over the past years, but more remains to be done. Megapiers, as representatives of a true officer's alloy, are ready to continue to work for the good of their homeland and Russian society.
Yesterday's servicemen started from scratch. Nerves and pain for comrades, uncertainty about the future, carelessness and callousness of officials, moral decline in society, disrespect - all these defenders of the Motherland had to face and fight in "civilian life".
Despite the difficulties and obstacles, the Association managed not only to survive, but also to develop successfully. It has become a rallying point for the officers' backbone of the Russian army, people of honor and duty, who have tremendous managerial experience, high spiritual and moral qualities. The organization is widely known as uniting under its wing many prominent and honored officers, whose main goal is to serve their Fatherland and people.
Even by its name, the Association symbolizes strength and steadfastness, loyalty and commitment, honesty and decency of the people working in it. "Megapir" in translation from Greek means - heat-resistant. In industry, it refers to a group of chromal-type alloys capable of withstanding temperatures in excess of a thousand degrees. Alloys of this kind are used in rocketry, in the manufacture of heating elements for electric furnaces. Among themselves, the employees of the Association call this alloy "officer", as if confirming that the hardening they received during their service in the army is akin to the strength of the "Megapir".

Support for the Russian Armed Forces is one of the main directions of the Association's work. After all, its representatives know firsthand the problems of the army and understand that most of them are generated not by the military organization itself, but by some disregard for people in uniform on the part of society and the state.
Moreover, first of all, the Association focused on helping young commanders in their professional growth. As you know, generals and even marshals who have gone through a harsh life school, have sniffed both front-line and range gunpowder, work in Megapir, who pass on their experience to the younger generation of officers. At the same time, the organization patronizes some units, encourages the best sergeants and officers of the Armed Forces.

A special area of ​​Megapir's work is caring for the children of those who laid down their heads in battles while performing their military duty. The Association sponsors the children of servicemen who died in Chechnya, South Ossetia and other "hot spots". They receive monthly stipends until they turn 18.
Megapiers provide active assistance to schools and local administrations in the patriotic education of the younger generation, as well as in the preparation of young men for military service. In 2011, with the support of reserve officers, a choreographic studio Choreopolis was formed at the Daria Center for Aesthetic Development.
Today the Association unites more than forty mutually complementary commercial and non-commercial structures. At the same time, Megapir, thanks to its numerous social and economic projects, is known in various circles of Russian society, political and financial elite. However, the most valuable thing is that ordinary citizens know about the Association, and especially those who once needed help.

The National Association of Associations of Reserve Officers of the Armed Forces (MEGAPIR) was established in 1993. Today it includes dozens of economic, charitable and public associations. MEGAPIR is widely known as an organization that has united under its wing many prominent and honored officers, whose main goal is to serve their Fatherland and people.

MEGAPIR - translated from Greek, heat-resistant. In industry, this is the designation for a group of chromal-type alloys, consisting of different proportions of chromium, iron and aluminum, capable of withstanding temperatures well over a thousand degrees. So, by its name, the Association symbolizes the state of firmness and inviolability, loyalty and commitment, honesty and decency of the people working in it. However, its creation is a forced step. Fifteen years ago, a group of officers and generals of the Ground Forces, who were retired, thought about how to help the reformed Russian army, its officers and generals who suddenly found themselves out of work. As a result, "MEGAPIR" - the National Association of Associations of Reserve Officers of the Armed Forces, was born.

The activity is based on three most important directions. First, increasing the authority of the Armed Forces and the prestige military service... Secondly, support for war veterans and military service, the families of the fallen servicemen. And, finally, the military-patriotic education of young people and their preparation for military service.

In Rostov-on-Don, in 2003, the Representative Office of the Association was established in the Southern Federal and then North Caucasian Military Districts, which organizes and coordinates the practical implementation of the main activities of the National Association.

The representative office is composed of: Ovchinnikov A.I. -supervisor; B.A. Medvedev - Deputy Head, Chairman of the Board of the Rostov Regional Public Organization of Veterans of the Armed Forces and Law enforcement; Tkachenko A.G. -Chairman of the officers' meeting in the Rostov region.

Together with local authorities, the command of the district, the veteran community, the Representation takes part in military-patriotic events, discussing various issues public life... These are all-Russian public holidays (meetings, processions, the laying of wreaths and flowers), dates of significant events in the regions (the formation of republics, territories, regions, liberation from the Nazi invaders).

On a regular basis, educational events are organized and carried out in the sponsored Neklinovskaya
general education boarding school with initial flight training. Members of the Missions are present at all the most important school events, such as graduation, oath-taking, meetings with veterans, school anniversaries, public holidays. Material assistance in organizing events is required.

With the support of the Representative Office, ten outstanding students for their efforts and successes were awarded an excursion trip to Moscow. During their visit to the Russian capital, students had the opportunity to visit museums and theaters, Red Square, the Tomb of the Unknown Soldier and the Cathedral of Christ the Savior. A meeting was held with the legendary Marshal Soviet Union D.T. Yazov. In memory of the meeting, everyone was presented with the book "Marshal Yazov".

For the second place in the All-Russian competition in flight training and other types of aviation activity, the 10 best students were awarded 500 rubles each. Two orphaned pupils of the school receive a monthly stipend of 500 rubles from the MEGAPIR Association.

In Rostov-on-Don, the reception and creation of officers' assemblies continues. So for 2010, Marshal of the Soviet Union Yazov D.T. were presented in the District House of Officers Certificates of a member of the officers' meeting to 35 officers, among whom were the Hero of Russia, retired colonel-general M.I. other.

The Representative Office organizes quarterly meetings with the fellows and their parents. All children of the servicemen of the Rostov region who died in the line of duty receive a stipend of 500 rubles up to the age of 18.

Monthly materials on the activities of the Representative Office are published in the magazine "National Priorities", newspapers "Military Bulletin of the South of Russia", "Argumenty Nedeli", monthly special issues of the Bulletin of the Representative Office of the National Association of Associations of Reserve Officers of the Armed Forces (MEGAPIR) are held.

In 2010, the Representative Office of the Association was the initiator, organizer and main financial sponsor of the Championship of the Armed Forces in Rostov-on-Don Russian Federation in artistic gymnastics. Five young talents from the Olympic Reserve School receive monthly stipends of 2,000 rubles each.

The representative office, based on the "Concept of the Federation for military service for the period up to 2020" adopted in February 2010, developed a proposal for the preparation of an appropriate program in the Rostov region. In the practice of the Representative office, a special place is given to the staff of the District Military Hospital, to the wounded, sick servicemen, reserve officers undergoing treatment. Such meetings of reserve officers with hospital patients have already become a good tradition.

Kanshin "Report on the work of the Board of Directors for the period from October 2010 to October 2012 and the development strategy of the Association" XI reporting and election conference:
notes that for reporting period The Association has made significant steps in the development and strengthening of the socio-economic base, increasing its role in the public life of the country, implementing regional policy, youth and children's programs; expanding international cooperation; philosophical understanding and research of problems military history and military construction; propaganda and development of the best traditions of the officer corps of Russia and its Armed Forces;

The XI reporting and election conference decides:

1. To take into account the report on the work of the Board of Directors.

2. Implement the following strategic directions for the development of the Association:
- raising the social status of reserve officers (retired), actively using their potential in the interests of strengthening Russian society and the state, and the country's national security;
- the formation of relations among reserve officers (retired) based on the observance and enhancement of the traditions of the officer corps, officer honor and dignity;
- determination and implementation of social programs in the interests of veterans of the Great Patriotic War, military service, family members of military personnel who died in the performance of military duty;
- development of patronage over formations, military units and ships;
- support of children's and youth's charitable intellectual, cultural, educational and sports and health programs in the interests of forming a highly educated, spiritually, morally and physically healthy generation of Russian youth, brought up in the spirit of patriotism;
- expansion of the Association's assets in federal and military districts, constituent entities of the Russian Federation, municipalities, as well as abroad;
- further development of the economic base of the Association and the structures included in it, implementation of the principle of social responsibility of business.

3. In 2013-2015:
- to further enhance the role of the voluntary association of the Officers' Meeting of the Reserve Officers of the Association. Creation of regional and municipal officers' assemblies in all constituent entities of the Russian Federation, as well as municipalities where there are representative offices (representatives) of the Association;
- to complete the formation of a system of representations (representatives), as well as councils of representatives of the Association in the constituent entities of the Russian Federation and municipalities, to debug their interaction with military administration bodies, state and public structures in the interests of realizing the statutory goals and objectives of the Association at the local level;
- annually generalize the experience of the representative offices (representatives), disseminate best practices, strengthen them with active personnel;
- to continue the practice of encouraging the most effective representations (representatives) who have achieved tangible results in their work.

4. To direct the military patronage work of the Association to the patriotic education of servicemen, support and participate in the conduct of all-army and other competitions among officers, sergeants (foremen), soldiers (sailors) and units, as well as other activities aimed at increasing the prestige of military service using broad opportunities and moral incentives established by the Officers Brotherhood and Megapir Foundations. Actively involve cultural and art workers in this work, relying at the same time on the great authority in the troops of the Interregional Public Fund for Assistance to the Preservation and Development of Patriotic and Cultural Values ​​"Army and Culture".

9. The union of organizations marching over military units and ships of the Armed Forces, to develop close ties of labor and training collectives with military units (ships) and military educational institutions. The main efforts should be concentrated directly in the regions of deployment (basing) of troops (forces) through the representations (representatives) of the Association.

10. Together with public organizations, initiate in the federal legislative and executive authorities the solution of the problems of the children's and youth movement, the issues of strengthening the forms of state support for the families and children of the defenders of the Fatherland who died.
Provide moral and material assistance to the Megapir Foundation scholarship holders - children whose fathers died in the line of military and service duties.
To actively cooperate with the State Museum - Humanitarian Center "Overcoming" named after N.A. Ostrovsky in helping people with disabilities, to promote their success in work, creativity, sports, and other activities.
Participate in the implementation of projects of the Interregional Public Organization "Achievements of the Young", the National Youth League of Oriental Martial Arts.

11. In the interests of military-patriotic education of young people and preparation for military service, constantly interact with the DOSAAF of Russia, public and youth councils at regional and local authorities.
Persistently pursue the restoration of teaching in schools and other educational institutions Russian Federation primary military training as a separate academic discipline.
To interact and support the activities of cadet corps, patriotic clubs and associations, to actively involve children and young people in participating in actions held by the Association. To encourage children, adolescents, teachers, mentors, coaches who fruitfully work with the younger generation, actively use the Association's award "For loyalty to the traditions of older generations."

12. To the military-philosophical society in every possible way to promote: a deep understanding of the military-philosophical heritage; countering attempts to falsify the history of the Great Patriotic War and World War II; research of the development of the system of philosophical education in Russia; preservation of continuity, advanced training and scientific growth of young scientists.
To intensify the development of topical military-philosophical problems of philosophy of war, philosophy of the army, philosophy of security, philosophy of patriotic and military education, methodology of history and military theory.

14. The Board of Directors and the General Directorate of the Association to organize preparations for the 20th anniversary of the Association. The main efforts of the Fund in 2018 were aimed at holding events dedicated to the 25th anniversary of the Megapir National Association and the 15th anniversary of the All-Army Competitions of Commanders of Artillery Batteries for the Challenge Cup named after Marshal of Artillery Vladimir Mikhalkin.

The Foundation interacts with the Ministry of Defense of the Russian Federation in the preparation and conduct of competitions, competitions for the professional skills of military personnel, moral and material incentives for the winners.

Alexander Nikolaevich, 25 years ago, having interrupted a brilliant military career, you found yourself on the street. No stake, no yard and no garden ... And now you are a major leader, a famous person, deputy chairman of the Public Council under the Ministry of Defense, head of the Commission on Military Affairs of the Public Chamber of the Russian Federation of three previous convocations, Doctor of Philosophy. We can say that life is still a success. What helped your company, which started literally from scratch, not only withstand, but also straighten its shoulders?

Alexander Kanshin: In those years, many companies started near us. Now you will look - some are no longer there, those are far away, and the third shyly changed their names, which means there was something to be ashamed of. We survived because from the very beginning we set ourselves the goal not to make money, but to help those who feel bad, who were left without work and a roof over their heads, the children of dead soldiers and officers, and the army itself in its difficult days. We spent almost everything we earned on it. And somehow life itself led us. Probably not in vain they say that the more you give, the more you return.

For a Doctor of Philosophy, the judgment is somewhat fantastic. The goal of any commercial enterprise is precisely income, profit, and even a little for charity from big profits ...

Alexander Kanshin: This is our main difference - we do not do charity work. Purpose, meaning, or whatever you want to call it, but the essence of all our work is in the righteousness of life. We do not earn in order to make new money, but we habitually use the income for social, educational, educational and other programs and projects. Sometimes I even think: perhaps this is the best way how to build a welfare state?

In the "dashing" nineties, when the tanks stood without diesel fuel, and officers unloaded the carriages at night to feed the children, "Megapir" could help the army in any way. Patronage of the regiments, even an all-army battery competition with the presentation of the winner passenger car, cash benefits to children of servicemen who died in battles with terrorists in Chechnya are far from all the company's benefits. Which social programs are still in operation today?

Alexander Kanshin: The payments to the children of deceased soldiers and officers continue until the age of majority, and upon their admission to a university, until the end of their studies. It is no longer necessary to pay for shooting and driving, the army today is provided with everything it needs. But patronage over shelves, a children's home, a military hospital lives on, creative teams, an art school, and sports sections have been added to this list. This summer, we held the all-Russian "Alpiniada-2017" with an ascent to the peaks of the Caucasus, we are establishing prizes in competitions in honor of outstanding commanders. The Public Recognition Forum headed by Academician Velikhov, the Officers Brotherhood Foundation, and a program to support gifted young talents continue to operate. You have worked fruitfully in the Public Chamber of the Russian Federation, where you were included on the president's list and headed the Commission on Military Affairs for three terms. The participation of "Megapir" was evident in many events. Was this cooperation justified?

Alexander Kanshin: Those years coincided with difficult reforms in the army. People say: they cut wood - chips fly. But the destinies of people cannot be ground into chips, and this also happened. The Commission of the Public Chamber, like the National Association of Reserve Officers, could not remain indifferent. A strong analytical apparatus has been created in Megapir; many famous people, doctors and candidates of sciences work for us. Such as world-class scientists Yevgeny Velikhov, major military leaders, former Minister of Defense, Marshal of the Soviet Union Dmitry Yazov, President of the Academy of Military Sciences, General of the Army Makhmut Gareev, Admiral of the Fleet Alexei Sorokin, former chief of the General Staff of the Ground Forces, Colonel-General Yuri Bukreev, Doctor of Philosophy General Stepan Tyushkevich; other experienced generals and officers.

On the basis of the recommendations prepared, we have carried out a number of major events with the help and funds of Megapir. They worked in the troops of the Eastern and Southern military districts, in the Northern and Pacific fleets, in military academies and at enterprises of the defense complex. The work ended with a joint discussion of problems with the military command and the leadership of regional and local administrations, and the final reports and conclusions were sent to the top leadership up to the head of state.

We, of course, caused a lot of trouble for the authorities, but we managed to do a lot - with providing housing and employment for dismissed officers, helping families who have lost their breadwinners, and supporting enterprises. Such as, say, the Irkutsk aircraft plant, which produces the now famous combat vehicles of the "Su" brand, a shipyard in the Far East. We managed to defend a number of specialized military educational institutions, launched under the knife of "optimization".

Is there something that you could not do?

Alexander Kanshin: They did not complete the idea of ​​a "ministry of old people". It arose at an all-Russian meeting of representatives of veteran organizations, which we held together with Rossiyskaya Gazeta. People came from all over the country, heads of a number of ministries, health workers, social protection workers came. Veterans have many problems, also because they are solved by different departments in different local conditions.

For example, the status of a veteran of the Great Patriotic War is the same for everyone, but is it possible to compare the quality of life, pension and social security, medical care for a Muscovite or Petrograd and a resident of a steppe or taiga village? Then the idea arose to gather the veterans into one department and entrust the care of them to one person, that is, to create a kind of "ministry of the elderly." There is such experience in the world, and it is successful. They reported on the initiative of the veterans to the very top, the president then instructed the ministries to work out the issue. But...

In the past, as deputy chairman of the Public Council under the Ministry of Defense, you openly and harshly criticized the army leadership for the loss of the authority of military service, for separating the army from the public. Is everything different now?

Alexander Kanshin: With the arrival of Minister Sergei Shoigu in the department, the situation changed radically. Needless to say, how much the authority of the army has grown in the eyes of the people and what its real combat power has become - this is obvious to everyone. The style of military leadership has changed, the army has become an open and understandable organism for people, the minister himself participates in almost all socially significant events. With his light hand, the youth mass movement "Yunarmiya" was created. Hundreds of thousands of boys and girls instead of meaningless "parties" in basements and nightclubs, where, in addition to bad habits You won't gain anything, go in for sports, temper your body and soul, get acquainted with the glorious pages of our history, learn to be citizens and defenders of their native country. The Public Council, which is now headed by the head of the capital's journalistic organization Pavel Gusev, is an active participant in useful undertakings.

We do not earn for the sake of making new money, but let the income go to social programs

In 2011, Megapir organized an event on a planetary scale - at the Veterans' Congress in Paris, an International Advisory Committee of Reserve Officers was created, which included representatives from 28 countries, and you were elected President. What is this organization today?

Alexander Kanshin: The idea of ​​bringing together former NATO and Warsaw Pact military personnel, who had previously looked at each other through the scopes, was greeted with enthusiasm at one table. People should speak, not guns - this motto was close to literally everyone in the West and in the East. Veterans' organizations from Europe, Central and Southeast Asia, Latin America, the Middle East and Africa were indeed included in the IWC. Frenchman Laurent Attar-Bayrou, General Frantisek Blanaric from Slovakia, General Anatoly Boyko from Ukraine, representatives of Spain, Kazakhstan and Bulgaria were elected vice-presidents of the ICC. It was about joining the IWC of veterans of the USA, Germany and a number of other countries, even about coordinating efforts with the Confederation of Reserve Officers of NATO countries. But then times suddenly changed. Due to various kinds of sanctions and restrictions, cooperation has become more difficult. Nevertheless, the ICC is alive and well and continues to work.

A large-scale action "Mission of Peace and Friendship" dedicated to the 70th anniversary of the Great Victory took place in Paris with the laying of wreaths at the Eternal Flame and the Tomb of the Unknown Soldier under the Arc de Triomphe. The Parisians stood in ranks along the central street and accompanied the delegation of Russian and French veterans with applause.

The same warm welcome was given to the participants of the fifth IWC forum in Bratislava last summer. At a time when the military situation in the world has become difficult to predict, we consider live human contacts between influential veteran organizations to be especially important. This "people's diplomacy" of ours is approved and supported by the Foreign Ministry and the presidential administration.
