The decision on the creation of the WTCIOM (then the "All-Union") was accepted at the July 1987 Central Committee of the CPSU. The founders were the USSPS and the USSR State Committee. WTCIOM has the status of a scientific institution. History

Birth. The first institution of exploring public opinion in Russia. 1987

The decision on the creation of the WTCIOM (then the "All-Union") was accepted at the July 1987 Central Committee of the CPSU. The founders were the USSPS and the USSR State Committee. The first leader of the center was Tatyana Zaslavskaya, Academician. Her deputy is Boris Peyshin. According to Zaslavskaya, the sample when creating a center for her was the Institute of Demoscopy in Germany, headed by E. Noel-Neuman. In -1988, thanks to the organizational efforts, the Grushina was deployed by a network of sociological centers in the republics of the USSR and regions of Russia. This allowed in November 1988 to conduct the first mass surveys on the representative samples of the adult population of the country, in the year of the study were already on a systematic basis. In August 1989, Boris Peyshin left the WTCIOM and organized his own organization to study the public opinion "Personal People" ,.

2003. Conflict

From the very foundation of the WTCIOM was a state sociological company. Thus, in 1987, the founders of the Center were the Central Bank of the USSR, then the Center was re-registered as a federal state unitary enterprise (FSUE), and in August 2003, the decision of the Ministry of Property Relations of FSUE WTCIOM was transformed into the All-Russian Public Study Center OJSC Opinions. " As before, a state remained 100% by the owner of the organization. The Company's Board of Directors, consisting of representatives of the shareholder - state, decided to change the head of the Center (Yuri Levada), who headed the company in 1992-2003. VTsiom continued to conduct research programs started by the previous team, and publish the magazine "Monitoring of public opinion: economic and social changes" (the previous editorial team has continued to work in the newly created Journal of Public Opinion).

The priority sphere of the study of the WTCIOM today is the political mood of the population, attitude to the authorities of all levels, their decisions, initiatives and programs. In addition to the authorities, the VTsIOM continues to conduct research on the orders of the largest Russian commercial companies and public associations. New areas of research appeared, in particular the company began to pay more attention to the social situation in the country, as well as marketing and international studies.

So since 2003, the VTsIOM holds weekly constructions of social well-being indexes.
